Katniss says when asked "who would be your best friend" she straight away says Gale meaning they share a close connection with each other. They became friends because they both hunt to provide food for their families and slowly they started to share secrets with each other. Katniss even says that "Gale gave me a sense of security" also that they became a team. This shows us that two people can meet and form a relationship just because they both do the same things.
